Ok: for fair skin, use a light foundation that is not oily and thick that matches your skin tone. Pair that with a soft peachy coral blush and soft peach glossy lips. on green eyes, brown shades are usually the best choice, so use brown eyeshadow that fades as it goes farther up and for a highlight just underneath the brow use gold. Use black or brown eyrliner and you can also put a little gold underneath the eye and on the inside point, and finish off with mascara. Why not use a shade of gold on your eyes with a touch of green in the centre on your eyelids..
Use a brown pencil just midway under your eyes to the outer corner, then a touch midway to the centre at the top of your eyelids..
Use a soft shiny coral lipstick and a soft natural foundation with a hint of blusher on your cheeks for a stunning look..

I would say line your eyes with an eyeliner brush, not liquid eyeliner as it will be too harsh against a prom dress, especially it being a coral colour.
if you can afford it, i'd suggest you get a make-up artist to come and do your make-up for you.
So your main colours are coral and gold, and as you've got green eyes, I'd suggest you use mainly brown eye make-up but use a little gold so it will shimmer in the light. but i wouldnt use gold as a main colour for make-up.

I would definately do a shimmery brown shadow for your eyes. Maybe some gold right above the below the eyebrow. Definately use brown eyeliner and mascara.

Snow plum would probably look good on you. It's a very light shade, and it also has a little bit of glitter to it so you sparkle! I wear this shade all the time (I'm very fair skinned also) and I always get compliments about it.
Top it off with a coral, peachy gloss - %26amp; you're all set!

go for a gold eyeshadow- over the lid %26amp; just above the crease, dont forget mascara %26amp; try using a light pink eyeshadow/eyeliner just under ur bottom lashes- just a lil hint of pink to go wiv ur dress. wear a light or clear gloss. dont have to wild, as u have a really nice colour dress which is a strong-ish colour. but go for a pink blush as it will look nicer coz u have dark hair

Depends on what you'd like...do you want to look light and fresh, something that'll hold up to the wee hours, or a specific look that complements your dress, accessories, and hair and eyes?
You could do a blend of gold and brown-gold shadows. Also, try using a little bit of bronzer. Experiment and try out some looks before prom night and decide what you like best.

bronze makeup is really popular now. since you're fair, you could wear a light, shimmery gold shadow and brown mascara. wear a mix of bronzer and blush for cheeks, and glossy peach lips

how to do it:
First, use a primer for the eyes, and face, coverup, etc, and then maybe a light shimmery bronzing powder in a pinkish shade for that summery glow.

NARS lip gloss has SO many color choices, choose from the sheer, pink, gold, and neutral colors, nothing too shocking. ';Sweet dreams'; (just mentioned it above) is my favorite color, it is very pretty since it is pink, yet still has a gold sparkle.
of course, all my examples are just that, can be replaced by anything similar.
