look for brands with oil in them, i have oily skin so i use the opposite; oil free. if your looking for TREATMENT, go to any pharmacy, ask for dermological make up, and you should find a foundation or moisturizer for dry skin, go to the pharmacy though. and you can try using sunscreen daily, even if its winter, it works as a good moisturizer.
I dunno if you can buy this where you are but i had REALLY dry skin on my face and i bought Neutragena oil-free moisture,


it helps fight shininess on oily parts and moisturises dry areas really well
